What makes Qassem Suleimani feel safe to ignore U.N. Security Council resolutions travel ban?


The Quds Force commander Qassem Suleimani recently visited Moscow to meet with senior Russian leaders, despite a travel ban and U.N. Security Council resolutions barring him from leaving Iran. 
Suleimani was first designated a terrorist and sanctioned by the U.S. in 2005 for his role as a proliferator of WMD. In October 2011, the U.S. Treasury Department tied Suleimani to the failed Iranian plot to assassinate the Saudi ambassador to the United States in Washington, D.C. The Quds Force is the special forces external wing of the Iranian Revolutionary Guard, responsible for supporting terrorist proxies across the Middle East. It reports directly to Iran’s Supreme Leader Ali Khamenei. 


Gen. Ray Odierno said in an interview with Fox News: 'Qassem Suleimani is the one who has been exporting malign activities throughout the Middle East for some time now. He’s absolutely responsible for killing many Americans, in fact I would say the last two years I was there the majority of our casualties came from his surrogates, not Sunni or Al Qaeda.' 
Qassem Suleimani travel to Russia was right after current controversial nuclear deal between Iran and the world powers. The nuclear deal with Iran has already been criticized for giving much concessions to Iranian regime including leaving much of the Iranian regime’s nuclear infrastructure in place. The deal also rushes to lift sanctions that brought Iran to the negotiating table in the first place while a growing number of Western policymakers understanding that the Iranian regime cannot be trusted.
By giving too many concessions in Iran Deal to Mullahs, the west and Obama administration gave weakness signal to the Iranian regime which encouraged Iran’s Supreme Leader to step forward in his malicious activities. Suleimani’s visit to Russia is a step on this path. Ali Khamenei is testing the West toughness by sending Qassem Suleimani to Russia. If he sees no reaction from the West and Obama, he will take further steps to breach other Security Council resolutions. He has never stepped back from obtaining nuclear weapons. He tries to fool international community and secretly continue the project. 
The west should know that the only alternative is to keep up pressure on the Iranian regime. Mullahs only understand language of power. Iranian regime will only distance its destabilizing activities if it feels enough deadly pressure. We should never forget that Iranian regime came to negotiation table when its economy paralyzed by U.N. and U.S. sanctions.
